Where can I find desktop Icon that will expand when the mouse pointer is hoovered over the icon.?

I once saw a computer that had icons on the desktop that would have a 3 dimensional expaning effect, when the mouse pointer was hoovered over the Icon. I have search the internet for the last year trying to find something similar. I know these expandable icons exist because I saw them. If I'm not mistaken my friend was using the Windows xp operating system. I use windows 7. is there anyone out there that can help me to find these icons or a program that might do this. Thank you
