Need help identifying a game.?

A long while back, 2 or 3 years ago, I saw concept art for a game that showed the world covered in an orange/red weed plant stuff, it included the capital and the pentagon covered in the stuff, I think it was in an article in Gameinformer, if anyone else remembers it please let me know. Can't remember the name of it and "orange red weed cover world" doesn't turn up what I want on google, yahoo, etc.
