What movie is this? Based on a trailer summary.. kinda?

I remember seeing a trailer a while back but I can't recall the title. I remember that it was set in a desert (think sand dunes and not shrubs and cacti) but was also full of color. The people there had colorful garbs and the man made objects were grand and the whole feel reminded of something Cirque du Soleil or the Asian movie The Promise. I know it's not on Netflix for some reason if that helps. I'm positive it came out in the 00's and it may even be foreign. I also believe that the back-story is of a grandpa and a granddaughter (or something of a like) swapping stories and the whole trippy part I described earlier is just the imagination of one of them.
