Articles of confederation?

The Federal government was required to depend on the States for revenue because it wasn't specifically given the power to define and collect taxes for itself. The result was that the Federal government had no revenue to enforce laws, treaties or to pay its' own debts or even a way to force the States to contribute a revenue share for Federal expenses.
